Article 9 — Complaint procedures for alleged infringements of this Regulation

1. Member States shall provide for procedures which allow payment service users and other interested parties to submit complaints to the competent authorities with regard to alleged infringements of this Regulation by payment service providers. 2. Where appropriate, and without prejudice to the right to bring proceedings before a court in accordance with national procedural law, the competent authorities shall inform any party that has submitted a complaint of the existence of the out-of-court complaint and redress procedures provided for in accordance with Article 10.
