2. The Commission shall participate in the deliberations of the assembly of members, without itself having voting rights. However, where a centrally managed Union programme contributes financially to a multi-country project, the Commission shall have a right of veto against decisions of the assembly related only to actions financed under centrally-managed Union programmes. Decisions of the assembly shall be made publicly available within 15 days of their adoption.
