3. The policies, measures and actions referred to in paragraph 2 shall indicate one or more of the following: the relevant directly applicable Union or national law; one or more commitments undertaken to adopt those policies, measures or actions; the public financial resources allocated; the human resources mobilised; any other critical enablers related to achieving the general objectives and the digital targets that they constitute.
