In respect of proceedings pursuant to paragraph 2, the Commission may, upon request or on its own initiative, decide to reopen them where: (a) there has been a material change in any of the facts on which the decision was based; or (b) the decision was based on incomplete, incorrect or misleading information; or (c) the measures as specified in the decision are not effective.
