Recital 36
(36) In order to be able to make their decisions in full knowledge of the facts, consumers should receive adequate pre-contractual information, for careful consideration at their own leisure and convenience, in good time before and not at the same time as the conclusion of the credit agreement, including information on the conditions and cost of the credit and on their obligations, as well as adequate explanations thereof. This is to ensure that consumers have sufficient time to read and understand the pre-contractual information, compare offers and make an informed decision. Such a requirement should be without prejudice to Council Directive 93/13/EEC (9).
