4. The notice of appeal shall be submitted in writing to the Office within two months of the date of publication of the contested decision. The notice of appeal shall be considered to have been duly submitted only when the fee for appeal has been paid. In the event of an appeal, a written statement setting out the grounds of appeal shall be submitted to the Office within four months of the date of publication of the contested decision.
