Recital 55
(55) In order to facilitate the provision of services by external reviewers while ensuring that ESMA has the appropriate time to develop the framework for registration and supervision of external reviewers, a transition period should apply during the first 18 months of application of this Regulation. During the transition period, external reviewers should be able to provide services where they notify ESMA and make their best efforts to comply with this Regulation. Third-country external reviewers should, in addition, ensure that they have a legal representative established in the Union during the transition period. ESMA should monitor whether external reviewers comply with this Regulation and take that into account when assessing whether the external reviewer has fulfilled the requirements for registration.
