4. Without prejudice to paragraph 1 of this Article: for specific sectoral data access and use issues related to the application of this Regulation, the competence of sectoral authorities shall be respected; the competent authority responsible for the application and enforcement of Articles 23 to 31 and Articles 34 and 35 shall have experience in the field of data and electronic communications services.
