4. When developing the implementing technical standards referred to in paragraph 3, the ESAs shall take into consideration any standards that already exist in the corresponding sectoral Union legislative acts and, in particular, any standards specifically designed for SMEs. The ESAs shall submit the draft implementing technical standards to the Commission by 10 January 2028. Power is conferred on the Commission to adopt the implementing technical standards referred to in the first subparagraph of this paragraph in accordance with Article 15 of Regulation (EU) No 1093/2010, Article 15 of Regulation (EU) No 1094/2010 and Article 15 of Regulation (EU) No 1095/2010. The ESAs, through the Joint Committee, shall adopt guidelines for entities to ensure that the metadata submitted is correct, including the conditions for the inclusion of personal data in voluntary submissions.
