the following paragraph is inserted: ‘5c. By way of derogation from paragraph 1a, the competent authorities may authorise the transit via the territory of Russia of goods and technology which could contribute in particular to the enhancement of Russian industrial capacities as listed in Annex XXXVII, after having determined that such goods or technology are intended for the purposes set out in paragraphs 5 and 5b of this Article.’ ;
