paragraph 5 is replaced by the following: ‘5. By 31 December 2016, the Commission shall review and report on the results achieved under Article 91(9), including the appropriateness of benchmarking diversity practices, taking into account all relevant Union and international developments, and shall submit its report to the European Parliament and to the Council together with a legislative proposal if appropriate.’.
