(53) The identification of applicants is necessary to ensure that only persons with a legitimate interest can access beneficial ownership information. However, the identification process should be carried out in such a way that it does not lead to discrimination, including based on the applicants’ country of residence or nationality. To that end, Member States should provide sufficient identification mechanisms, including but not limited to electronic identification schemes notified under Regulation (EU) No 910/2014 of the European Parliament and of the Council (20), and relevant qualified trust services, to enable persons with a legitimate interest to effectively access beneficial ownership information.
