in Article 5, the following paragraph is added: ‘4. Member States shall develop systems for the electronic permitting of installations and implement electronic permitting procedures by 31 December 2035. The Commission shall organise an exchange of information with the Member States on electronic permitting and publish guidance on best practices.’ ;
