‘person who arranges the shipment’ means any of the following natural or legal persons under the national jurisdiction of the country of dispatch, who carries out or plans to carry out a shipment as referred to in Article 4(4) or (5), or who has or plans to have such a shipment carried out: the original waste producer; the new waste producer who carries out operations prior to shipment resulting in a change in the nature or composition of the waste; a collector who, from various small quantities of the same type of waste collected from a variety of sources, has assembled the shipment which is to start from a single location; a dealer or a broker acting on behalf of any of the persons referred to in points (i), (ii) or (iii); or where all of the persons referred to in points (i) to (iv) are unknown or insolvent, the waste holder;
