2. Inspections of shipments shall take place at least in one of the following points: at the point of origin, carried out with the waste producer, collector, waste holder, notifier or person who arranges the shipment; at the point of destination, including interim and non-interim recovery or interim and non-interim disposal, carried out with the consignee or the facility; at the borders of the Union; during the shipment within the Union.
