| 7. | Where structural or statistical changes affect the measurement of economic importance and supply risk horizontally for all assessed materials, the corresponding values shall be corrected to offset such changes. The calculations of the formulas in this Section shall be based on an average of the most recent five years for which data is available. The priority, quality and availability of data shall be taken into account.
