| 1. | The strategic importance shall be determined on the basis of the relevance of a raw material for the green and digital transition as well as defence and aerospace applications, in accordance with the following criteria: (a) the amount of strategic technologies using a raw material as an input; (b) the amount of a raw material needed for manufacturing relevant strategic technologies; (c) the expected global demand for relevant strategic technologies.
