The ESRB may, by means of recommendations, in accordance with Article 16 of Regulation (EU) No 1092/2010, and in close cooperation with EBA, give guidance to authorities designated in accordance with paragraph 8 of this Article on both of the following: (a) factors which could “adversely affect current or future financial stability” referred to in paragraph 9, second subparagraph; (b) indicative benchmarks that the authority designated in accordance with paragraph 8 is to take into account when determining higher risk weights.
