paragraph 6 is replaced by the following: ‘6. When deciding on requests for the authorisations referred to in paragraphs 5, 5a, 5aa, 5b, 5c and 5d the competent authorities shall not grant an authorisation for exports to any natural or legal person, entity or body in Russia or for use in Russia, if they have reasonable grounds to believe that the goods might have a military end-use.’ ;
