5. The delegated acts adopted pursuant to paragraph 4 shall set out: the criteria to become an issuing agency for unique identifiers and data carriers; the role of an issuing agency for unique identifiers and data carriers; the rules to ensure that unique identifiers and data carriers are reliable, verifiable and unique globally; the rules on creating, maintaining, updating, and withdrawing unique identifiers and data carriers; the rules related to data management.
