Recital 57

(57) The unnecessarily high production volumes and short use phase of textiles, of which clothing comprises the largest share of consumption in the Union, cause a significant environmental impact as described in the communication of the Commission of 30 March 2022 on an EU Strategy for Sustainable and Circular Textiles. Newly produced but unsold textiles and especially clothing are among the items reportedly being destroyed. Clothing should be given a higher value, and be worn longer and cared for more, than is the case in today’s fast fashion culture. From a circular economy perspective, such wasting of valuable resources is in clear contradiction to the objectives of this Regulation. It is therefore justified to prohibit the destruction of unsold consumer apparel and clothing accessories as well as footwear.
