2. The Commission may make a request for information, by means of an implementing act in the event that: no information is provided to the Commission on a voluntary basis within the set time limit pursuant to paragraph 1; or the information received by the Commission, through the voluntary provision of information pursuant to paragraph 1, or from any other sources available during the contingency phase or internal market vigilance mode, is still insufficient for assessing whether the deployment of the measures laid down in Article 28 or Articles 34 to 39 would reduce the severe shortages of crisis-relevant goods or crisis-relevant services or the imminent threat of such shortages and whether any such measures should be taken.
