In order to enhance the use of sustainable construction products, which would contribute to the objective of reaching climate neutrality, improve energy and resource efficiency and in the transition to a circular economy that protects public health and biodiversity and to reach alignment with Regulation (EU) 2024/1781, the public procurement practices of the Member States should comply with mandatory minimum performance requirements on environmental sustainability for construction products set out by delegated acts. The Commission should decide the essential characteristics to be addressed and its implementation in the form of one or more of the following: technical specifications, selection criteria, contract performance clauses or contract award criteria.
