Recital 86

(86) The implementation of this Directive should not prevent the national insurance guarantee schemes from coexisting with the recovery and resolution framework, regardless of the source of financing of the national insurance guarantee schemes. The use of resolution tools and powers to an insurance or reinsurance undertaking should not prevent policy holders, beneficiaries and other claimants from being compensated through these national insurance guarantee schemes.
