4. The Commission shall adopt implementing acts laying down the template for the EU type-approval certificate. Those implementing acts shall be adopted in accordance with the examination procedure referred to in Article 49(2). In respect of each type of non-road mobile machinery, the approval authority shall: complete all the relevant sections of the EU type-approval certificate, including the test results sheet attached thereto; compile the index to the information package; issue the completed certificate, together with its attachments, to the manufacturer or its representative for EU type-approval, without delay.
