4. The approval authority receiving the certificate of conformity, as structured data in electronic format, shall: ensure that it can be accessed by the approval authorities, market surveillance authorities and registration authorities of the Member States and by the Commission; and provide read-only access. Member States shall establish the organisation and structure of their data network to enable data reception of the certificates of conformity, preferably by making use of existing systems for the exchange of structured data.
