2. Member States shall lay down the details of the organisation and operation of the competent authority or competent authorities, including administrative and procedural rules governing: the registration of producers in accordance with Article 44; the organisation and monitoring of reporting requirements under Article 44(7) and (8); the oversight of the implementation of the extended producer responsibility obligations in accordance with Article 45; the authorisation on fulfilment of extended producer responsibility in accordance with Article 47; the making available of information in accordance with Article 56.
