Article 3a is amended as follows: the following paragraph is inserted: ‘3b. By way of derogation from paragraph 2, the competent authorities may authorise mining and quarrying activities that yield their highest value from, or have as their primary objective, the production of any of the materials listed in Annex XXX.’ ; paragraph 4 is replaced by the following: ‘4. The Member State or Member States concerned shall inform the other Member States and the Commission of any authorisation granted under paragraphs 3, 3a and 3b within two weeks of the authorisation.’ ; paragraph 5 is deleted;
