the following article is inserted: ‘Article 3sa 1. It shall be prohibited to provide, directly or indirectly, technical assistance, brokering services or financing or financial assistance, related to any ice-breaker vessel falling under CN code ex 8906 90 or to any liquified natural gas (LNG) tanker vessel falling under CN code ex 8901 20 , where such vessel is registered under the flag of Russia, is certified by the Russian Maritime Register of Shipping, is owned or managed by any Russian natural or legal person, entity or body, is operating in Russia, or is for use in Russia. 2. Paragraph 1 shall apply only from 25 April 2026 to LNG tanker vessels falling under CN code ex 8901 20 registered under the flag of Russia, certified by the Russian Maritime Register of Shipping, or owned or managed by any Russian natural or legal person, entity or body. 3. Paragraph 1 shall apply only from 1 January 2027 to LNG tanker vessels falling under CN code ex 8901 20 operating in Russia or for use in Russia, other than those registered under the flag of Russia, certified by the Russian Maritime Register of Shipping, or owned or managed by any Russian natural or legal person, entity or body. 4. Paragraph 1 shall not apply in the case of a vessel in need of assistance seeking a place of refuge, of an emergency port call for reasons of maritime safety, or for saving life at sea or for the urgent prevention or mitigation of an event likely to have a serious and significant impact on human health and safety or the environment, or as a response to natural disasters.’ ;
