Recital 3

(3) In view of the continued and escalating aggression by the Russian Federation against Ukraine and in particular the recent brutal military campaign deliberately targeting civilian infrastructure, including energy, water and health facilities, which has caused severe suffering to the civilian population and seeks to undermine Ukraine’s resilience, the Council considers it necessary to adopt further restrictive measures.
