any natural person of a third country or any legal person, entity or body established in a third country, with the exception of partner countries listed in Annex VIII of Council Regulation (EU) No 833/2014, making available funds or economic resources the making available of which is prohibited under this Regulation, to the persons, entities or bodies referred to in points (a) or (b) of this paragraph.’
