4. Producers or, where appointed under Article 17(1), producer responsibility organisations may conclude contracts with authorised treatment facilities for the purpose of fulfilling their producer responsibility obligations. Such contracts shall be fair and transparent and shall not contain discriminatory terms or conditions. Member States may provide a model contract to facilitate compliance with this Article.
