2. The extended producer responsibility shall include the obligation for producers to ensure that: vehicles which they have made available on the market for the first time within the territory of a Member State and which become end-of-life vehicles are: collected in accordance with Article 23; treated in accordance with Article 26; the waste management operators treating end-of-life vehicles referred to in point (a) meet the targets laid down in Article 33.
