2. Producers shall register in the national register referred to in paragraph 1. They shall to that end submit an application for registration in each Member State where they make a vehicle available on the market for the first time. Producers shall submit the application for registration via an electronic data-processing system as referred to in paragraph 8, point (a). Producers shall only make available vehicles on the market of a Member State if they or, in case of authorisation, their authorised representatives for the extended producer responsibility, are registered in such Member State.
