2. For the purpose of paragraph 1, the producers or, where appointed in accordance with Article 17(1), the producer responsibility organisations shall set up, or participate in the setting up of, collection systems, including collection points. Member States shall adopt the necessary measures to ensure that producers or, where appointed in accordance with Article 17(1), producer responsibility organisations set up collection systems for all end-of-life vehicles.
