3. The producers or, where appointed in accordance with Article 17(1), the producer responsibility organisations shall ensure that collection systems referred to in paragraph 2 of this Article: cover the whole territory of the Member State; are provided with adequate availability of authorised treatment facilities or collection points, taking into account population size and density, expected volume of end-of-life vehicles, not being limited to areas where the collection and subsequent management is most profitable; ensure collection of waste parts from repairs of vehicles; enable collection of end-of-life vehicles, irrespective of their origin; enable the delivery of all end-of-life vehicles free of charge to collection points or authorised treatment facilities as provided in Article 24(2).
