5. Notwithstanding paragraph 1, points (b) and (d), the following provisions shall not apply to special purpose vehicles or end-of-life special purpose vehicles: Article 4 on reusability, recyclability and recoverability of vehicles; Article 6 on minimum recycled content in vehicles; Article 7 on design to enable removal and replacement of certain parts and components in vehicles; Article 8 on general obligations; Article 9 on circularity strategy; Article 10 on declaration on recycled content present in vehicles; Article 11 on information on removal and replacement of parts, components and materials present in vehicles; Article 12 on labelling of parts, components and materials present in vehicles; Article 13 on Digital Circularity Vehicle Passport; Article 14 on competent authority for management of end-of-life vehicles; Article 15 on authorised treatment facilities; Article 17 on Producer Responsibility Organisations; Article 18 on authorisation on fulfilment of extended producer responsibility; Article 19 on registration; Article 21 on fee modulation; Article 22 on cost allocation mechanism for vehicles becoming end-of-life vehicles in another Member State; Article 33 on reuse, recycling and recovery targets; Article 35(2) on shipments of end-of-life vehicles; Article 36 on transfer of ownership of used vehicles within the Union; Article 37(1) on status of the vehicle; Article 38 on competent authority for export of used vehicles to third countries; Article 39 on controls and requirements on the export of used vehicles; Article 40 on automated verification of the information on vehicle status; Article 41 on risk management and customs controls; Article 42 on suspension; Article 43 on release for export; Article 44 on refusal to release for export; Article 45 on cooperation among authorities and exchange of information; Article 46 on electronic systems.
