4. The parts and components from end-of-life vehicles or repair and maintenance operations that are assessed as fit for reuse, remanufacturing or refurbishment shall not be considered waste. Authorised treatment facilities shall make available, upon request, to the relevant national authorities: documentation confirming the assessment referred to in paragraph 1 demonstrating that the parts and components are fit for the purposes of reuse, remanufacturing or refurbishment; and a copy of the invoice or contract related to the transfer of those parts and components.
