1. From 1 January 2030, Member States shall adopt the necessary measures to ensure that the producers or, where appointed in accordance with Article 17(1), producer responsibility organisations ensure that waste management operators achieve the following targets: the reuse and recovery, as calculated together, is a minimum of 95 %, by average weight per vehicle, excluding batteries, and year; the reuse and recycling, as calculated together, is a minimum of 85 %, by average weight per vehicle, excluding batteries, and year.
