‘treatment’ means any activity taking place after the end-of-life vehicle has been handed over to a facility for depollution, dismantling, compacting, shearing, shredding, recovery or preparation prior to disposal of the shredder waste, and another operation carried out for the recovery or disposal of the end-of-life vehicle and its parts, components and materials;
