5. The Commission shall, by 30 September 2028, adopt the implementing acts laying down the necessary arrangements for the implementation of the functionalities of the MOVE-HUB referred to in paragraph 2, including the technical measures necessary for the interconnection of national electronic systems with the MOVE-HUB, the conditions of connection to MOVE-HUB, the data to be transmitted by the national systems and the format for the transmission of that data through the interconnected national systems. Those implementing acts shall be adopted in accordance with the examination procedure referred to in Article 52(2).
