calculate the reusability, recyclability and recoverability rates for the purposes of paragraph 1 of this Article in accordance with the methodology established by the Commission under paragraph 3 of this Article or, before such methodology has been adopted and entered into application, in accordance with international standard ISO 22628:2002 in combination with the elements set out in Part A of Annex III to this Regulation;
