3. The Commission shall, by 28 February 2029, adopt an implementing act establishing a new methodology for calculation and verification of the rates of reusability, recyclability and recoverability of a vehicle, taking into account the elements set out in Annex III to this Regulation and international standard ISO 22628:2002. That implementing act shall be adopted in accordance with the examination procedure referred to in Article 52(2).
