4. For the purposes of the obligations laid down in paragraphs 1, 2, and 3, recycled content shall be recovered from post-consumer waste, which has been recycled either in: an installation located in the Union; or from 14 August 2030, an installation located in a third country, provided that such installation meets the requirements of Annex XIII. By 30 September 2028, the Commission shall more comprehensively assess the expected impact on global trade, as well as on the Union recycling and automotive industries and report its assessment to the European Parliament and to the Council.
