Recital 17

(17) The Union has already adopted vessel-specific designations in order to curb operations of the relevant vessels. Such operations might rely on the provision by third-country vessels of services such as bunkering, tug services and ship-to-ship transfers. In order to address and discourage the provision of such services, it is appropriate to enlarge the scope of the designation criteria to encompass the vessels providing such services. Decision (CFSP) 2026/1849 introduces additional designations of vessels.
