COMMISSION NOTICE Guidelines providing a common understanding of the term ‘environmental damage’ as defined in Article 2 of Directive 2004/35/EC of the European Parliament and of the Council on environmental liability with regard to the prevention and remedying of environmental damage · European Union

Article 2(12) of the Environmental Liability Directive provides that ‘natural resource’ means ‘protected species and natural habitats, water and land.’ Article 2(13) of the Environmental Liability Directive provides that ‘services’ and ‘natural resource services’ mean ‘the functions performed by a natural resource for the benefit of another natural resource or the public’.
