| 51. | In the context of the Environmental Liability Directive, a common understanding of the assessment of significance can benefit from a consideration of the following: — The circumstances in which the need for assessment of significance arises; — The purposes of assessment of significance; — Legal responsibilities with regard to carrying out of the assessment; — The context or contexts in which the assessment is to be carried out; — The focus of the assessment; — The carrying out of the assessment; — The determination of significance.
