(139) In light of these obligations, it is generally considered good practice for importers to: refer to the applicable EU legislation in the contract with his supplier (mentioning the obligations of manufacturers under Union law); ensure that he has access to the technical file, or ensure that the manufacturer has signed an obligation to provide the technical documentation if requested by market surveillance authorities.
