11. The structure of these guidelines is as follows: a) Section 1 sets out the purpose and legal basis, input and other related policy initiatives, and structure of these guidelines; b) Section 2 sets out the scope of these guidelines; c) Section 3 sets out the main substantive guidance on mitigation measures to address systemic risks related to electoral processes. Specific subsections cover reinforcing internal processes; risk mitigation measures for electoral processes; mitigations measures linked to generative AI; cooperation with EU and national authorities, independent experts and civil society organisations; the process of putting into place risk mitigation measures during and after an electoral event; and specific guidance for elections to the European Parliament; d) Section 4 indicates next steps and conclusions.
