In which Member State and to whom is the packaging made available? If transport packaging is made available for the first time in a Member State other than the Member State, where the manufacturer of packaging is located, the manufacturer will only be the producer, if the recipient is the end user of the packaged product. If this is not the case, the recipient will be the producer.
